He worked in the Fed’s section that managed open market activities. He worked as an associate director for economics and planning in the Office of Management and Budget (OMB), which is part of the Executive Office of the President, during President Ronald Reagan’s first term (1981–1985).

Kudlow was appointed to a six-member state tax panel by New York Governor George Pataki in April 2005. Republicans suggested Kudlow’s name as a possible Senate contender in either Connecticut or New York in 2016.

In an email to supporters in October 2015, U.S. Senator Richard Blumenthal criticized Kudlow as a “champion of big businesses and large money,” despite the fact that Kudlow had not announced a candidacy. In early December 2015, National Review’s Jack Fowler established a 527 group to push Kudlow to run.
