Prior to her work with Kamala Harris during the 2020 election and with the Biden–Harris administration, Karine was the senior advisor and national spokeswoman for the progressive advocacy group MoveOn.org.

Daughter of Haitian parents, Jean-Pierre was born in Fort-de-France, Martinique, France. She moved with her family to the Queens Village area when she was five years old. She has two younger siblings.

Her mother was a home health caregiver who took an active role in her Pentecostal church, while her father was a cab driver who had studied engineering.

She had the responsibility of taking care of her brothers, who were eight and 10 years younger due to the fact that both parents worked six or seven days a week. 1993 saw her graduate from the Long Island college-preparatory Kellenberg Memorial High School.

Although she enrolled at the New York Institute of Technology as a commuter student with the goal of studying biological sciences since her parents wanted her to pursue a career in medicine, she scored poorly on the Medical College Admission Test.

She switched career choices and graduated from the New York Institute of Technology in 1997 with a bachelor’s degree.

She obtained a Master of Public Affairs degree from Columbia University’s School of International and Public Affairs (SIPA) in 2003. While a student there, she participated in student government and made the decision to get into politics.
